TAS works through the Office of Systemic Advocacy to address systemic issues that affect groups of taxpayers. The National Taxpayer Advocate also has oversight responsibility for the Low Income Taxpayer Clinic (LITC) Program and the Taxpayer Advocacy Panel (TAP).
